Wifi speed
I have a couple of HM203 cameras which have been working well. My cable company replaced my modem and router and the new ones are "smart" in that they put out 5Ghz WiFi but will also put out 2.4Ghz. My cameras don't recognize the signal and my cable company is not much help. Is there a way to add a second router that outputs only 2.4Ghz and create a second wi-fi account just for the cameras?
Don't know much about this stuff so please bear with me.

You can buy another router compatible with 2.4g/5g or a router that supports 2.4g. After the wifi network is configured, connect the device to the 2.4g network again.
Can I add a second 2.4g router just for the HM203s while still using the one I have for all other wifi needs?
If so, how do I configure it?
Of course you can, just connect your HM203 cameras to the new 2.4G router, and the other devices connect the smart 5G router, then it is OK.
Sorry but not a techie. cable plugs into my modem.cable goes from my modem to the router. router has ethernet cables to computers and printer. Where in this chain do I put the second router? Then do I just give it a different name and password?
Maybe you can use the 5G router as the main router, and the 2.4G router connect with the 5G router, the cameras connect the 2.4G router, you can try this
Or you can ask for help from your local cable company, because the routers are various, different routers have different methods to configure it.
I think you ask someone from your local cable company will be more convenient and clear, because they can discover the concrete problems of your routers.
Just use a cable to connect the two different routers?
